fix PortableRegistry.dat for portable use

Change so that, when first created, line 4 of PortableRegistry.dat defaults to being .\Libs\Lang (which already seems to work if adjusted manually).

single auto-switching x86/x64 portable version

Have one portable-version download that contains both x86 and x64 versions of files (for the ~10 that seem to be different) and automatically uses whichever is appropriate to the system being run on. For example, PortableApps' version of Firefox...
